The YENİ Party's programme has been published
The party programme of the YENİ Party, of which 91 Members of Parliament who resigned from the CHP signed the petition of establishment under the leadership of Özgür Özel, has been published. The party programme, which consists of 5 main headings, begins with a call for change. The programme, which addresses the topics of democracy, administration, justice, development, economy, social state, foreign policy, and security, concludes with the issue of resilience. The programme also includes the adoption of the “Six Arrows” (Altı Ok).
The party programme titled “For a Common Future” of the YENİ Party, founded by 91 MPs who departed from the CHP, has been published. The programme consists of five sections, namely “Call for Change”, “Democracy, Administration and Justice”, “Development and Economy”, “Social State”, and “Foreign Policy, Security and Resilience”.
In the first section of the programme titled “Call for Change”, the economic and political order in Turkey was criticised, and the expression “We will change this dark order” was included. It was stated that the YENİ Party set out not merely to establish a new political party, but “to change politics, the ruling power, the functioning of life, and the destiny of Turkey”.
Noting that the Party’s goal for ruling power does not mean merely a change in the people governing, the programme stated, “It is the will to change the functioning of the state, the priorities of the economy, the language of politics, and the relationship between the ruling power and the citizen.”
EMPHASIS ON THE SIX ARROWS AND CONTEMPORARY SOCIAL DEMOCRACY
It was stated in the programme that the fundamental basis of the party is the founding philosophy of the Republic, which takes national sovereignty as its basis. It was expressed that Mustafa Kemal Atatürk’s ideal of an independent, democratic, and sovereign Turkey is the fundamental guide of the party.
In the programme, which recorded that the YENİ Party embraces the Six Arrows consisting of republicanism, nationalism, populism, statism, secularism, and revolutionism, it was reported that the party’s political understanding is nourished by contemporary social democratic values.
THE TARGET OF RETURNING TO THE PARLIAMENTARY SYSTEM
Among the YENİ Party’s targets regarding the administration system was the transition to a parliamentary system based on the separation of powers. It was reported that the legislative and supervisory powers of Parliament will be strengthened, and the government will be accountable to and auditable by parliament.
While it was stated that the office of the Presidency will be redefined within impartial, unifying, and symbolic constitutional boundaries, it was noted that binding mechanisms will be established for the equal representation of women and the youth in politics.
Targets such as enacting a political ethics law, making the financing of politics transparent, lowering the electoral threshold, and strengthening intra-party democracy were also included in the programme.
AN END WILL BE PUT TO TRUSTEE PRACTICES
It was recorded that the administrative and financial autonomy of local governments will be strengthened, and the European Charter of Local Self-Government will be fully implemented.
In the programme, which stated that elected local administrators will not be permitted to be dismissed from office without a finalised judicial decision, it was reported that an end will be put to trustee practices.
Expressing that urban planning will be carried out with scientific, ecological, social, and participatory principles, it was noted that the concept of “crime against the city” will be introduced into the legal system.
DEMOCRATIC SOLUTION AND THE RIGHT TO MOTHER TONGUE IN THE KURDISH ISSUE
Stating in the programme that a permanent solution to the Kurdish issue will be achieved through a democratic, egalitarian, and participatory order, it was said, “With the end of terrorism, a permanent solution in the Kurdish issue will be achieved through the establishment of an egalitarian, participatory, and democratic political and social order.”
Emphasising that the mother tongue is a right, it was reported that the right of all citizens to learn, use, and develop their mother tongue will be ensured. It was recorded that special development programmes will be implemented in regions where regional inequalities are concentrated, primarily in Eastern and Southeastern Anatolia.
Regarding the demands of Alevi citizens, it was stated that the place-of-worship status of cemevis will be provided with legal guarantee. It was reported that the Madımak Hotel will be transformed into a comprehensive “museum of shame” that strengthens social memory.
PLANNED ECONOMY AND DEVELOPMENTALIST STATE
It was stated that the economic programme is based on an efficiency-based, fair, planned, green, digital, and inclusive understanding of development. It was recorded that the state will be an actor in the economy that regulates, audits, invests, and leads in strategic areas.
It was reported that a national planning capacity will be established to address industry, agriculture, energy, technology, education, employment, and environmental policies together. It was stated that public procurement and the incentive system will be reorganised according to strategic targets; and artificial intelligence, robotics, biotechnology, space technologies, and advanced materials technologies will be among the priority areas.
It was recorded that the instrument independence of the Central Bank (Merkez Bankası) will be ensured, indirect taxes will be gradually reduced, and the tax system will be reorganised on the basis of justice.
It was expressed that guaranteed public-private partnership models causing public loss will be abandoned; and transparency and public interest will be taken as the basis in bridge, motorway, and infrastructure investments.
BECOMING A PARTY TO THE ISTANBUL CONVENTION ONCE AGAIN
It was reported in the programme that Turkey will once again become a party to the Istanbul Convention and the provisions of the convention will be implemented completely.
It was stated that legislative changes will be made for the equal representation of women in politics and decision-making mechanisms, and positive discrimination and quota practices will be strengthened.
It was expressed that a combat mechanism consisting of women’s shelters, consultation centres, sexual violence crisis centres, and a violence hotline operating 24 hours a day, 7 days a week will be established. It was noted that the International Labour Organisation’s (ILO) Convention No. 190, which regulates the combating of violence and harassment in the world of work, will be put into effect.
THE EU MEMBERSHIP PROCESS WILL BE ACCELERATED
Stating that Atatürk’s principle of “Peace at Home, Peace in the World” will be taken as the basis in foreign policy, it was reported that Turkey’s effectiveness within the Western Alliance will be strengthened.
It was recorded that the EU membership process will be accelerated, the Customs Union Agreement will be updated; and effectiveness in the Council of Europe , the EU, the Organization for Security and Co-operation in Europe, and NATO will be increased.
It was stated that relations with Russia, China, and other countries will be developed on a balanced and equality-based foundation. It was expressed that the political equality, sovereignty, and rights arising from international law of the Turkish Republic of Northern Cyprus will be defended.
